Я бы скорее грешил на Стингеры, украинское ПВО, которое сымитировало свою беззубость, и общее вскрытие "хитрого плана" нападать через Беларусь.

Идея явно состояла в том, чтобы оттянуть украинские войска к границе с Россией, а потом проявить смекалочку.
